Employment & Skills Plans

Using the CBA (Client Based Approach developed by CITB), some local authorities are setting apprenticeship and training targets on construction projects in the locality with Employment & Skills Plans (ESPs). These plans help developers and contractors take a broader, more holistic view of the skills needed to close the gaps left by an ageing workforce as they exit the sector.

ESPs are increasingly a familiar aspect of Section 106 planning conditions, and of public sector frameworks such as the Southern Construction Framework and others. The Southern Construction Framework has already committed framework members to take apprentices through the Shared Apprentice Scheme as a condition of participation in local developments.

Skills Plans require lead contractors, and in most cases the supply chain, to engage local people in employment and training on developments. Young apprentices in particular play a vital role in addressing these skills gaps and bringing new talent into the sector, encouraging greater social and economic value.

Supply chain

Often, training and apprenticeship targets on large developments are passed down to the supply chain from the lead contractor, requiring them to employ an apprentice for the duration of the package on site.

The Shared Scheme can provide a solution to contractors working out of area, recruiting an apprentice on a short-term contract to help meet local recruitment targets on project sites outside their traditional recruitment area, and helping to overcome self-employed-only status objections.
